JOB PROFILE : Chief Medical Superintendent, Eastern Railway, Asansol is the overall in charge of Medical Department of Asansol Division. His job is to monitor and improve the Medical Department of Asansol Division by giving technical and administrative guidance to doctors and paramedical staff. Medicine Department
Medicine department provides all types of basic & secondary care specialist services including external pacemaker facilities and defibrillation facilities.
ICCU : 5 bedded Unit: renders commendable life saving services particularly for cardiac patients.
Surgery: All types of general surgeries are being done. Facilities of Laparoscopic surgery are also available.
ITU :6 bedded ITU- this is utilized for management of critically ill patients and for critically ill Post operative cases. It is equipped with ventilator.
Surgical ICCU : Two bedded Unit. Post operative cases are cared herein.
Burn Units: Two bedded burn units each for Male and Female patents is available.
Isolation ward :This is well equipped with modern medical equipments. Further recently one remote controlled trolley has been installed, which has been manufactured in Asansol Division itself and being used to serve foods, medicines, drinking water etc. to the suspected corona patients admitted.
Gynae & Obstetrics:
All types of Gynaecology & obstetrics surgeries are done including laparoscopic operations.
Paediatrics, Ophthalmology, ENT, Dental, Biochemistry, Pathology and Radiology departments are also doing commendable job in the respective fields. All the departments are using latest technologies and gadgets for management of their patients.
24X7 in-house Blood bank service is also a very important support. Very few hospitals in the city has this facility. Ambulance service available for round the clock.

Annexure-1
Terms and conditions for Contract with Honorary Visiting Specialist (HVS)
1. Period of Contract: As per HVS Scheme which is valid up to 30.06.2026.
2. The contract shall be entered into for one year or less from the date of entering into contract. Period of contract is not extendable. However, the Railway Administration shall reserve the right to enter into fresh contract with HVS as per HVS Scheme and terms and conditions of contract (by giving at least one week's break from the end of previous engagement).
3. HVS who enters into contract with the Railways will not have any claim or right for his/her continuity in service or automatic extension of the terms of contract.
4. Duty Hours: Average of 04 hrs 06 days/week & Average of 4 hrs 4days/week as per guidelines of Railway Administration.
5. You will undertake to work as HVS in your specialty under ACMS/In charge/DRH/ER/ASN.
6. You will attend all cases related to your specialty. Denial of seeing any kind of patient related to your specialty would be taken as a bad performance for further engagement.
7. You will work for minimum of four hrs for six days/week & four hrs for four days/week in the morning OPD hours and will see all indoor & outdoor cases related to your specialty and all the cases referred to you by other doctors and directly come to you.
8. On inspection of any medical authority or non-medical authority if you are found absent from duty, it will be treated as bad performance (Absence from duty on your part).
9. You will normally attend the Railway Hospital ASN 06 days/week for 04 hrs day & 04 days/week for 04 hrs, but you may be called by CMS/ACMS/doctor on casualty duty to attend emergency cases on any day including Sunday/Holiday and at any time in 24 hrs/day.
10. You will be paid an Honorarium of Rs. 78,000/- & Rs.60,000/- per month and no other charges or allowances will be admissible to you. Following are added in the Honorarium table at Para 8 of the Railway Board’s letter under reference (1) above.

11. You are allowed to have 12 days leave every year i.e 01 leave per month which can be accumulated maximum upto12 in a year. Following are added in the Daily Rate of deduction of remuneration table at Para 11 of the Railway Board’s letter under reference (1) above.

12. Normally Sundays and National Holidays will be off.
13. No extra charges on conveyance will be admissible for attending emergency cases.
14. No upward revision of rates during the period of contract will be considered.
15. One set of complimentary railway pass valid all over Indian Railway & Konkan Railway in AC two tier including Rajdhani & in AC chair Car of Shatabdi Express for self and spouse and dependent children ( as per rules applicable to railway employees, will be made available as per the entitlement of the Selection Grade officers in each calendar year. The complimentary pass can be availed after three months of engagement for the calendar year.
16. No transfer to other Railway Hospital will be allowed.
17. In case you are unable to attend hospital you have to give prior notice so that work can be managed accordingly.
18. You are not allowed to see & treat your own private patients in Railway Hospital.
19. You are not authorized to issue any certificate either to employee or their family members and dependent relatives in official & private capacity.
20. During the validity of the contract, the HVS will be eligible to terminate the contract for betterment of his/her career or on any other grounds by giving 15 days prior notice to the Railways. The Railways can also terminate the contract at any time during the contract by giving 15 days’ notice without assigning any reasons whatsoever. However, Contract can be terminated instantly if the HVS is found to be indulged in any unlawful activity or any other unusual situation.
21. The HVS shall undergo a medical examination before the contract is entered into for his/her fitness to perform the work awarded to him/her.
22. At the time of entering into contract, the HVS shall produce certificates for proof of date of birth, Caste and Educational Qualifications.
23. The HVS is not allowed to avail free medical treatment for self or his family member.
24. The HVS shall be governed in respect of matters not referred to in these terms and conditions by any orders/ amendments to the terms of contract issued by the Railways from time to time.
25. HVS shall not issue sick/fitness Certificate.
26. The HVS shall not perform administrative work like pre-employment or periodical medical examinations, sanction of leave to Group-C and D staff and certification with respect to food items considered unfit for human consumption etc.
27. The HVS will not have any financial powers.
28. The HVS shall not initiate/review/accept the confidential reports of Group-C Railway employees. However, he/ she on request prepare and present the performance report of the staff.
29. The HVS shall not indent or condemn/recommend for any tools and plants.
30. At the expiry/termination of the contract each HVS must obtain “No Objection Certificate” from respective official of Medical Department otherwise processing of last month payment will be stopped.
