JOB PROFILE : Chief Medical Superintendent, Eastern Railway, Asansol is the overall in charge of Medical Department of Asansol Division. His job is to monitor and improve the Medical Department of Asansol Division by giving technical and administrative guidance to doctors and paramedical staff. Budget control of the Medical Department of Asansol Division. Provide and maintain accident relief medical equipment (ARME) including First Aid Boxes to give prompt relief to passengers injured in railway accidents. Monitoring the implementation of various health Programmes and Pulse Polio Immunization Programme as and when announced by the Government. Man-power planning and future expansion of the department.

Availability of senior specialists particularly in Medicines, Surgery, Orthopedic(at present inhouse specialist not available in surgery & Orthopedics and being managed by consultant on case to case basis) G&O, and Eye & ENT for 24X7 is quite rare even in many reputed corporate hospitals. Medicine Department
Medicine department provides all types of basic & secondary care specialist services including external pacemaker facilities and defibrillation facilities.
ICCU : 5 bedded Unit: renders commendable life saving services particularly for cardiac patients.
Surgery: All types of general surgeries are being done. Facilities of Laparoscopic surgery are also available.
ITU :6 bedded ITU- this is utilized for management of critically ill patients and for critically ill Post operative cases. It is equipped with ventilator.
Surgical ICCU : Two bedded Unit. Post operative cases are cared herein.
Burn Units: Two bedded burn units each for Male and Female patents is available.
Isolation ward :This is well equipped with modern medical equipments. Further recently one remote controlled trolley has been installed, which has been manufactured in Asansol Division itself and being used to serve foods, medicines, drinking water etc. to the suspected corona patients admitted.

Gynae & Obstetrics:
All types of Gynaecology & obstetrics surgeries are done including laparoscopic operations.
Paediatrics, Ophthalmology, ENT, Dental, Biochemistry, Pathology and Radiology departments are also doing commendable job in the respective fields. All the departments are using latest technologies and gadgets for management of their patients.
24X7 in-house Blood bank service is also a very important support. Very few hospitals in the city has this facility. Ambulance service available for round the clock.
Provision of attending Train calls/Stations calls is there.
A Prescribed protocol in Disaster Management maintained and also operate Accident Relief Medical Van to provide Relief during disaster inside & outside the Asansol Division.

Two Contractual Medical Officers are required as Contract Medical Practioner (CMP) on full time contract basis for a duration of one year in Asansol Division Hospital.The place of posting will be as follows (1) CMP (GDMO) for Asansol Division Hospital - 01. (2) CMP Specialist in G&O for Divisional Rly Hospital Asansol -01. In all two cases one reserved panel of doctor will be keep in addition to selected doctors. Qualification: (1) For the post of CMP (GDMO) MBBS and must have completed rotating internship for one year and should be in possession of a valid Registration Certificate. (2) For the post of CMP Specialist G&O Age: maximum 53 years or below as on 12.09.2023.( 5yrs. age relaxation for SC/ST and 3 yrs. for OBC). Date of Interview & Place: 14.09.2023 at the Chamber of CMS /E.Rly/Asansol at ASANSOL. Reporting Time: 12.30 hrs. If on scheduled date (date of interview) any Holiday or Bandh declared at that date of interview or could not be done due to any other unforseen circumstances, the interview date will be on next working day at same time and same place. Candidates are requested to bring relevant certificates in original with attested copies of the same in support of age, qualification, medical registration etc. with an application at the time of interview. (a) Retired IRHS officers/Retired Government medical officers of State Govt or Central Govt 67 years are also eligible as CMPs, Provided they will serve at least for one year before attaining the age of 67 years. Remuneration : (1) a) Rs.75000/- per Month for CMP (GDMO). b) Retired Railway or Govt. Doctors will get fixed remuneration as per extent rule per month subject to the condition that pay plus pension should not be more than the last pay drawn with the same terms & conditions as per board’s instruction dated 16.07.2012.(2) For specialist CMP in G&O is non Govt category remuneration will be Rs.95000/-per month and if contract is extended, the remuneration will be Rs.105000/-per month from second year onwards.

TERM AND CONDITIONS FOR EXTERING INTO CONTRACT WITH MEDICAL PARCTIONERS ON FULL-TIME BASIS.
The Contract shall be entered into for one year or less from the date of entering into the Contract period of contract is not extendable on any grounds. However, the Railway Administration shall reserve the right to enter into fresh contract with the Practioner for another term.
The full time Contracted Medical Practioner (hereinafter referred to as CMP) who enters into contract with the railways will not have any claim or right for his/her continuity service or automatic extention of the term of contract.
During the validity of the contract the CMP will be at liberty to terminate the contract for betterment of his/her career or on other grounds by giving 15 days notice to the Railways.The contract can also be terminated by the Railways at any time during the contract by giving 15 days notice without assigning any reasons whatsoever, contract shall also be terminated if the CMP is found to be mentally or physically incapacitated.
The CMP shall undergo medical examination. before the contract is entered into ,for her /his fitness to perform the work awarded to him /her.
At the time of entering into contract the CMP shall produce original certificates for proof of his/her character and antecedents from Gazetted Officers of the Central/State Govt.
At the time of entering into contract the CMP shall produce original certificate for proof of his/her date of birth educational qualification .
The CMP shall have to undergo a brief orientation.
Normally Sundays and National Holidays will be off and in addition .authorized absence without detriment to the terms shall be allowed at the rate of two days per month to be availed during the contract to the extent earned by the CMP till such time.
Provided this facility shall be available to the CMP subject to the fulfillment of conditions stipulated in clause 14 and 15 of the terms and conditions. Any CMP leaving his place or work on leave of absence /national holidays should get prior permission of the controlling authority.
Expenses on outstation journey concerned with the contracted works will be borne by the Railway .Duty pass will be issued by the Railways for the purpose of journey in the line jurisdiction of the Health unit where the CMP renders service and the Divisional HD Qrs and the CMP will be paid a fixed rate of daily Allowance i.e. Rs 400/- (Rupees four hundred only ) per day during such journeys (Authority Board’s letter No.2007/E(GR)II/1/1/Pt.dated 22.12.2010).This will be subject to fulfillment of other provisions pertaining to Daily Allowances prescribed in “IREC VoLII”.
The monthly remuneration of CMPs may please be dealt with on terms of Railway Board’s letter No.96/E(GR)II/9/16 dated 24.08.2005 circulated vide CPO/ER’s letter No .E/800/Gaz /Med /Policy/Contract dated 20.09.2005.
In case of full time contract Doctors for whom railway accommodation is provided an amount equivalents to the sum of HRA and license fee of the accommodation so provided be deducted from the monthly remuneration of the concerned medical practitioner. For working out the HRA element the pay and NPA as admissible at the minimum of junior Scales, Sr.Scale and Jr.Administrative Grade may be considered as applicable to the General duty Doctors specialists and super specialists respectively.
The CMP may be given one set of First class complimentary pass for self and family during each contract. The pass, however, shall be issued after he/she renders three months of contracted service regularly.
The CMP may avail for free medical treatment for self only except the operation categorized as “ Special in Para 622(8)’’ of Indian Railway Manual 2000 and treatment normally available at superspeciality centres from his/her/respective Zonal Railway Hospitals during the currency of contract.
The CMP shall attend all normal tasks which any medical practitioner is conventionally doing he/she will also attend to emergencies and accidents.
The CMP shall be governed in respect of matters not referred to in these terms and conditions by any orders /amendments to the terms contract issued by the Railway time to time.
CMP shall issue sick/fitness certificates for a period upto 07 days beyond which the certificate so issued by him/her should be countersigned by a regular Railway Medical Officer available at the nearest hospital/dispensary/health unit.
The CMP shall not perform administrative work like re-employment or periodical medical Examination, sanction of leave of Group-C and D staff and certification with respect of food items considered unfit for human consumption etc. However, the CMP shall be allowed to permit Grop-C and D staff casual leave if sought, for 03 days or less at a stretch.
The CMP shall not make medical recommendation of any kind referred to paras 559 to 564 of Indian Railway Medical Manual (IRMM), 2000.
The CMP will not have any financial powers. However, he/she may operate the imprest account in accordance with the guidelines contained in the IRMM. However, the vouchers in such cases shall be got countersigned by any authorized Railway Medical Service Officer.
The CMP shall not initiate/review/accept the annual confidential report of Group-C Rly. Employees. However, he/she shall, on request, prepare and present the performance report of the staff.
