More About Responsibilities of Sr. Divisional Material Manager...

Sr.DMM is the only Branch Officer who is the in-charge of Stores Branch in HWH Division without having any subordinate officer. The duties of Sr. DMM includes Purchase of Stock/Non-Stock items required by all the Branch Officers for costing upto Rs. 50 Lakh per case (for Direct Purchase) and TC cases upto 10 crores per case and 50 lakh per case (on GeM). Sr. DMM/HWH is the member of all Divisional Survey Committee for declaring condemnation of over lived stores, dead stock items, T & P and M&P items. For Spot Purchase, Sr. DMM/HWH is also the committee member normally.

Sr. DMM also the in-charge of DRM/Stores meant for supply of many specified safety items to all the way side stations after drawing from stocking depot (SMM/D/HWH) as per PI quota and distribute of stationery items for DRM building to various office/branch/unit.

Sr. DMM has also started e-auction sale of Scrap of Howrah Division which was earlier sold by Dy. CMM/BESY. Therefore as per target fixed by Railway Board, mobilization of P.Way Scrap, condemned rolling stock and other scrap and its speedy/ expeditious disposal is one of the prime duties of Sr. DMM in addition to the existing major duty of local purchase activities for Howrah Division.

Under Sr. DMM there are Three Sections viz.-


1.Purchase Section:

a)Receiving and Dispatch Unit

b)Local Purchase Unit

c)Demand Scrutiny unit

d)IREPS Process Unit

e)GeM process Unit

3.Divisional Operating Stores named as DRM Stores.

Details about these sections and their working:

1.Purchase Section :.


1.1.Procurement and supply of Stock and Non-Stock Items upto the powers of Divisional Purchase Unit.


1.2.Purchase process includes Scrutinizing of NSR, Checking, Demand Registration, Tender Floating and Processing and Issuing of P.Os.


1.3.Non Stock certification on each NSR.


1.4.Sr.DMM is having Cash Imprest of Rs.1 Lakh for the purchase of petty value items for urgent purchase.


1.5.Liaising with Branch Officers for the procurement of items required and for others stores activities.



2.E-auction Cell


2.0. Every year Railway Board has given a scrap sale target and accordingly Rails and Other Engineering Scrap, Electrical, Mechanical, S & T Scraps and Non Ferrous items are to be collected and disposed the same with the help of Dy. CMM/BESY. From August 2019, it has been decided the entire sale activity of Division will be switched over from Dy. CMM/BESY to Sr. DMM/HWH and therefore the entire e-auction activities is being dealt by Sr. DMM/HWH.



3.Divisional Operating Stores (DRM Stores):


This section having the following vital wings:-


3.1 Materials wing- All sorts of Safety and Operating Materials including Running Room items of this Division are dealt by this wing. All Station and Units of this Division are supplied with all these items. Collection of Safety items related to Train Operation from Feeding Depot, storing the same and issuing to all way side station to meet their requirements.

3.2 Forms & Stationary wing- All sorts of safety and operating forms and stationery items are to be collected from AMPS/HWH and issuing the same to Howrah Division as and when required.

3.3 Stocking and Disposal of petty station scrap-All sorts of unserviceable materials which are accumulating in the Divisional Stores from Units and Stations of this Division against replacement are dispatched to Belur Scrap Yard for further disposal. Maintenance of Inventory of dead stock register of all stations is made and up keeping the records of stores and issue clearance/ no claim certificate to Guards and Station Managers of this Division at the time of transfer & retirement.
