                                                         Function of Public Relations Cell


Public Relations Department

The objective of Public Relations Department of Eastern Railway is to project a clear, correct and positive image of railways to the public as an efficient and responsive government transport organization. The department endeavours to achieve this objective on sustained basis interacting with the media. The achievements of this railway in various spheres of its activities are projected by the department in such a manner that a positive image of this railway is built up.

          This department maintains cordial relations with the representatives of all daily newspapers, news agencies, All India Radio, Doordarshan and various other T.V.News Channels and constantly feed them with relevant railway information. Besides, media people are also taken out to the field from time to time to give them the firsthand account of various developmental activities in this railway system.


In order to ensure balanced media opinion, very close interaction with the editorial desk of newspapers, news agencies and other media of Kolkata are being maintained to keep the media always apprised of the current position of various railway activities. Besides, relations are being maintained with the local media of Asansol, Bolpur, Deoghar, Malda, Bhagalpur, Munger etc. which falls within the jurisdiction of Eastern Railway.

Altogether 398 Operational & Informative and 74 Developmental & Achievements PRESS RELEASESwere issued during 2016-17, covering all the important activities of this railway.


In order to disseminate various railway information to the rail-users, for creating more impact, Doordarshan and different private TV News Networks were extensively used. To capture the attention of this most powerful audio-visual media, special care was taken to build up effective relations with the newsrooms of the channels.

 As a result, audio-visual publicity of all the important events of this railway was well organized during the period. Besides, 54 interviews/discussions/special coverage were organized on important events of this railway and dished out by various T.V.News Channels during the period.


As Social Media platforms has become a wonderful tool of communication, this railway is using the Facebook & Twitter handles at both Headquarters and Divisional levels to communicate all the important events, special occasions, developmental activities and information to share with wide range of publics. Number of such Facebook posts and Twitter in ER headquarter handle is 544 & 512 respectively during the period 2016-17. This department is also monitoring complaints/grievances/suggestions received through social media platforms on regular basis. Besides, a Whats App group is also run by the PR department for quick communication of publicity material to media people for dissemination of information on a real time basis.

Shri A. K. Goel, General Manager/ER, SER & Metro Rlys addressed a joint Press Conference focusing on the performance of RAIL HAMSAFAR SAPTAAH, observed form 26th May to 1st June, 2016, PHODs of 3 railways were present on the occasion. Achievements were highlighted through Power Point Presentation and interactive session with the media people. Large number of media turned up in the Press Conference.

New Complex, Nabanna & Press Club

Shri Suresh Prabhakar Prabhu, Hon’ble Minister of Railways dedicated to the Nation/laid foundation stone (by remote) a number of projects of Eastern, South Eastern, Metro Railways & RITES in programme held at Platform No. 22 of Howrah station, New Complex.

Shri Prasun Banerjee, Shri Pradip Bhattacharya, both Hon’ble MP, Shri Arup Roy & Shri Laxmi Ratan Shukla, both Hon’ble Ministers, Govt. of West Bengal were also present on the occasion.

Later Hon’be MR met Hon’ble CM/West Bengal in NABANNA and discussed on the progress of railway projects in the state and sought cooperation of the State Govt.

Joint Press Statement by MR & CM was issued at Nabanna. The MR also interacted with the media people at Kolkata Press Club in the same evening.Wide media coverage was organized.

Eastern Railway celebrated ‘International Day of Yoga’ at Fairlie Place.GM/ER, officers & staff participated in the event. Media people were invited for coverage.

MOSR’s programme at Jubilee Bridge site

Shri Rajen Gohain, Hon’ble MOSR, dedicated the new Jubilee Bridge to the nation and also inaugurated a number of railway projects of Eastern, South Eastern , Metro Railways & CLW from a function held at Jubilee Bridge site near Garifa station on Naihati-Bandel section.

Shri Babul Supryo, Hon’ble Union MOS for Heavy Industries & Public Enterprises graced the occasion.

GM/ER’s Press Meet

Shri Ghanshyam Singh, GM/ER hold a Press meet at E.R Headquarters, Fairlie Place on budgetary allocations for Eastern Railway in the Union Budget, 2017. It was attended by a large number of reporters & photographers of print & electronic media.


MR’s launching programme

Shri Suresh Prabhakar Prabhu, Hon’ble Minister of Railways launched the station re-development programme through video conferencing from Railway Board. Reporters & photographers of electronic media were invited at Fairlie Place, E.R. Headquarters, where Shri Satish Kumar, AGM/ER introduced the project and informed the Press/Media regarding the new concept. A multi-colored brochure was published.


Belvedere Park Club

Shri Ghanshyam Singh, GM/ER felicitated 58 retired safety category staff of E.R. as a recognition of their dedicated services. Smt Sabita Singh, President, Eastern Railway Women’s Welfare Organization (ERWWO) honoured 20 women employees for their outstanding services. Media people were invited for coverage.



·Invitation cards were printed on 05 occasions during important railway programmes.

·Leaflets were produced on 05 occasions for public awareness on station redevelopment, Hon’ble MR & MOSR’s profgammes, precaution during fog.

·One publicity-cum-vigilance message was printed during the period. GM’s message (Independence day, Hindi Divas, Publicity-cum-goodwill message) and one MR’s message to media persons were printed during the period.

·Video documentaries were produced on 03 occasions.

·Audio CD  of pre-recorded announcement on board Rajdhani, Shatabdi & Dooronto trains was produced.


·Vigilance Bulletin ‘JAGRITI’ was printed during observance of Vigilance Awareness Week from 31.10.2016 to 5.11.2016.

·One booklet on “Achievements of Indian Railways in West Bengal”.

·One Corporate Brochure of Indian Railways.

·One booklet of “Achievements of RPF, Eastern Railway”.

·One booklet on the occasion of world heritage day.

·Table top display & diary for media persons.


·Multi-colour posters were printed on use of PDS machine at PRS, observance of Vigilance Awareness Week, Rail Vikas Shivir, utility of CoTVM machine.

·Bi-colour posters were printed on summer & puja special trains.


·Flex printed banners were produced on observance of Vigilance Awareness Week, Railway Week, Rail Haamsafar Week, Swacchata Week, Rastrya Ekta Divas and on the occasions of Hon’ble MR’s programme.


·Exhibits for Melas/Exhibitions were produced on 03 occasions.


·06 Short Films were produced on various public awareness campaign.


·Eastern Railway participated in 11 exhibitions/melas during the year


·Twenty seven (27) display advertisements were designed and released during the period on Corporate Image, Social Theme, Informative & Operational matters.

·622 other classified display advertisements were also published for catering various organizational information to the public.


·A total of 1459 nos. of Tender Notices were released during the year.


Despite best relations being maintained with media, some adverse reports or criticism do appear in the media. Sometimes they are not based on fact. Whenever a wrong or distorted report appears in the newspaper on the services or working of this railway, immediate attention of the concerned DRM / PHOD is drawn to the news item and a proper factual clarification is also sought to contradict the distorted report. Apart from these, public complaints and allegations against this railway are also carefully scrutinized as a regular measure by sending press clippings to the concerned department / division and issuing necessary rejoinders, highlighting the remedial action taken by this railway. In order to dispel doubts from the mind of the rail users and to provide them with authentic information, as many as 07 rejoinders were issued during the period.


The studio of this office was extensively used for documentation and visual support in publicity drive to all important events taken place in this railway during the period. Apart from photographic assignments to the important events, digital versions were prepared for publicity in the print media, exhibitions etc. Besides, colour prints of the photographs of developmental activities of this railway during the period were also prepared for display in Fairlie Place exhibit board.

Eminent film directors approached for shooting of their films on locations of this railway during the period. An amount of Rs.06.10 lacs was earned against licence fee from film shooting during 2016-2017.
